We are releasing data relating to NHS Resolution claims, updated to cover the period to 2023-24.
The data is presented in three spreadsheets:

- the Annual Report Statistics 2023-24 are based on a snapshot of data at the end of each financial year, which reflects the approach to publication of NHS Resolution’s Annual report and accounts. These tables include volume of claims notified, volume of settled claims and the provision for financial liabilities.
- the Supplementary Annual Statistics 2023-24 are based on data as at 31 March 2024 (i.e. the end of the most recent financial year). These tables include payments made in each relevant year for damages and legal costs; average damages and legal costs; time from incident to notification of claim and from notification to settlement.
- Member and health authority statistics 2023-24 (formerly known as Factsheet5) – This document provides information about members and health authority claims we handled in 2023-24.
The first two spreadsheets present statistics by damages value band and by specialty for the period 2006-07 to 2023-24.
It is not possible to combine data from the first two spreadsheets for analysis because one reflects financial year snapshots used for annual reporting requirements, and the other presents information based on the end of the most recent financial year.
Due to the way in which the data is extracted for the Annual Report Statistics the same claim can appear more than once in the claims volume dataset, across different year groups e.g. Where the claim has been closed, then challenged, reopened and closed again.
The Supplementary Annual Statistics data is correct as at end of most recent financial year. So, for the averages (value and volume) datasets reported in the Supplementary Annual Statistics each claim is only included once and reflects the data as at end of the most recent financial year.
The data covers all NHS Resolution clinical schemes: Clinical Negligence Scheme for Trusts (CNST), Ex-Regional Health Authority Scheme (Ex-RHAS), Existing Liabilities Scheme (ELS), DHSC Clinical, Clinical Negligence Scheme for General Practice (CNSGP), Existing Liabilities Scheme for General Practice (ELSGP), and Clinical Negligence Scheme for Coronavirus (CNSC).
Due to the changes in the status of claims each year, the figures are revised at each annual publication. The Annual Statistics published in 2024 therefore supersede those published for earlier years, which are now only relevant as a historical reference. The Annual Statistics published for previous years remain available from links below.
