Tom Spender has been General Counsel for Retail Banking at Lloyds Banking Group since 2020, where he leads the legal function supporting one of the UK’s largest retail banking operations.

Prior to his current role, Tom served as General Counsel for Group Litigation, Regulatory and Competition at Lloyds Banking Group from 2016 to 2020, where he managed contentious litigation and enforcement matters across all business lines. His public sector experience includes 13 years at the Financial Conduct Authority (and its predecessor the FSA), where he held several senior positions including Director of Retail and Regulatory Investigations and Head of Department for FCA Supervision, overseeing conduct supervision for major UK banks and building societies.

Tom began his career in commercial litigation at Allens Arthur Robinson in Brisbane, Australia, before moving to London to work in international capital markets at Allen & Overy. He holds degrees in Law and in Economics from The University of Queensland, Australia and has been serving as a lay member of the regulatory board of the Association of Chartered Certified Accountants (ACCA) in a non-executive role since 2022.

His specialties include regulatory engagement, dispute resolution, financial regulation, risk management and corporate governance with particular expertise in consumer protection and litigation.

In January 2025 Tom was appointed as a Non-Executive Director of NHS Resolution for three years
