
NHS Resolution is pleased to announce the re-appointment of Sally Cheshire CBE as Chair, and the appointment of Tom Spender as Non-Executive Director, following approval by the Secretary of State for Health and Social Care.
Sally has been our Chair since September 2022 and has held senior leadership roles for almost 20 years in the health, social care, welfare and family justice sectors, following a successful private sector career in industry and professional services. She is an experienced Chair, Board member and Audit Chair and has been committed in all her roles to improving the experience, care and safety of patients and service users across public sector organisations.
Sally said: “I am delighted to have been reappointed by Ministers to chair NHS Resolution as we develop our new strategy for 2025-2028. I look forward to supporting our senior leaders and dedicated staff to build on NHS Resolution’s achievements and ensure we advise on and resolve claims fairly for patients and healthcare staff, whilst also enabling the NHS to learn from those claims and prevent further harm.”
Tom brings over two decades of extensive experience in financial services regulation and legal oversight to the role. He currently serves as General Counsel for Retail Banking at Lloyds Banking Group, where he leads the legal function supporting the Retail Bank business line and is a permanent attendee of the Retail Bank Executive Committees.
His significant regulatory experience includes senior positions at the Financial Conduct Authority (FCA), where he served as Director of Retail and Regulatory Investigations and Head of Department for FCA Supervision. In these roles, he was responsible for conducting supervision of major UK financial institutions across banking, insurance, and investment sectors.

The organisation’s vital work in resolving concerns and disputes fairly aligns with my experience in litigation, regulatory compliance and risk management. I look forward to contributing to NHS Resolution’s continued development and its crucial role in supporting the NHS.”
This appointment builds on Tom’s current non-executive experience, which includes serving as a lay member of the regulatory board of the Association of Chartered Certified Accountants (ACCA) since January 2022.

Sally Cheshire has been re-appointed as Chair of NHS Resolution for three years from 18 September 2025. The appointment will continue to involve a time commitment of 2 to 3 days per week and remuneration of £63,000 per year.
Tom has been appointed for three years from 17 January 2025. The appointment will involve a time commitment of around two to three days per month. Tom will receive a remuneration of £7,883 per annum.
These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.
These appointments are made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Tom Spender has not declared any political activity.
