Annual report and accounts 2024/25

NHS Resolution’s Annual report and accounts highlights a record 83% of clinical claims being resolved without the need for legal proceedings.

In line with NHS Resolution’s strategy to keep patients and healthcare staff out of court, this means that 13,698 clinical and non-clinical compensation claims were resolved through dispute resolution processes rather than formal legal proceedings – the highest percentage ever achieved.

The report also describes the work of our Safety and Learning and Practitioner Performance Advice teams who together and in partnership with others in the health system continue to support frontline clinicians, legal teams, and trust board members to learn from and improve the system-wide response to harm.

Finally, we also describe the work of our Early Notification (EN) scheme which helps ensure families receive compensation more quickly and via a more compassionate model than litigation can provide, in which learning is integral. Our Maternity Incentive Scheme (MIS), a financial incentive programme designed to enhance maternity safety within NHS trusts is also described.  In 2024/25 we have continued to enhance these schemes and have also continued our evaluation of them to ensure they are delivering effectively on their remits.

NHS Resolution’s Business plan 2024/25 outlines our financial and service delivery goals for the third and final year of our strategic plan, Advise, Resolve and Learn: Our Strategy to 2025.

The business plan reflects NHS Resolution’s four strategic priorities to resolve issues in a fair and timely manner; use data to improve healthcare; improve maternity outcomes; and invest in staff and systems.

Our three-year strategy, Advise, Resolve and Learn: Our Strategy to 2025 is now available.

It builds on our work since 2017, and provides our direction of travel in the coming three years under our four key strategic aims: delivering fair resolution; sharing data and insights as a catalyst for improvement; collaborating to improve maternity outcomes and investing in our people and systems to transform our business.
